They create some great sounds, I've got many of their samples and Massive patches.

However, their terms of use states "All Cymatics soundbanks and sample packs are 100% royalty free for personal use only! Redistribution and packaging are strictly prohibited.." I emailed them last month to see if "personal use" includes tv/film cues, but I've not heard back.

A lot of cheap or free loops/samples have these kinds of limitations. Big Fish Audio is one such; since they're a provider of samples from multiple sources, you really have to nail it down by individual cases, and who's got time for that?* Personally, I use some MIDI loops, sometimes, but if I need sampled loops, I make my own, so there's zero question of attribution. If you're doing work for film/TV, you simply can't include material from questionable sources, because your reputation relies on your music's ability to be legally licensed.

* not to pick on Big Fish; most of their output actually can be legally licensed, but you have to ask, which takes up some time.

There's the crux of the matter; you can't always know if the person you got free samples from abided by those rules, feel me? A single uncleared sample is not gonna bring down Disney or Universal and put 'em outta business, but it can dang sure cost them money, which affects their bottom line, and ultimately you, if you provided the content and took their money.

"Free" always costs somebody something; TANSTAAFL.

I'm actually buying from them.

The freebies are just small pieces and demos of their products.
Which are great as well. I just wanted to share it with you guys. :)

Cut-down versions of commercial products are usually OK to use; (but check the fine print) I've actually released some stuff that had demo horns and drums on it, but they were virtual instruments, not loops.

you can buy sample packs with license to use commercially but even then who's to say the sample pack
sound designer didnt rip a sample here and there. they are under pressure to produce these packs.

you cant be 100% sure. so I would definitely recommend staying away from any music in the sample
packs. drums and fx are safer to use. To get the best mix you are best using high quality vst's for
writing music.

also if using any drum or fx samples (from buyouts) you may want to process them to fit your track.
which will make them more yours.
