Before saying no...
This is my situation:
I live in Hong Kong but am a member of SOCAN in Canada
I find Socan somewhat lame in comparison to BMI, for many reasons...
Providing you don't declare your songs on both PRO.
Could it be possible to be a member of both...
Or just resign From Socan ?
Then what happens to my catalog... do I have to transfer ot to BMI (for example)?
Mind you I did not receive much royalties in the last years but
since I signed many publishing deals... thinking of the best solution

You may be able to join another PRO as a songwriter, but you cannot have both PROs collect royalties for the same countries.
So you could stay with SOCAN and have them collect for Canada and the US, then have another PRO collect for all other countries.
Contact other PROs and see how they can benefit you.
