yes you can enter metadata to a wav. https://www.audacityteam.org/ a free program, select Edit, then select metadata. id3 programs will work as well, however the problem is that the format is used by different programs differently, so the classification headings may contain contain data that should be under another classification. for example, beats per minute might be displayed under #, or year might show up under artist's name....
For Windows 10, there is a header bar at the top with things like name, file size, date modified,type of file, album.... You can right click in the header and it will allow you to add a column and check which ones of maybe 50 different qualities?? you can resize them, move the order... You can't edit the files by right clicking them, they can only be edited with a metadata editor. Most people don't default to showing all the categories on their computer,so if the info is under a differently named header, they will not see it.

I strongly advice not to tag a wav file with the assumption that the person you are sending the file to will be able to read them correctly. Too many variables. You don't know what the recipient is using for a computer, a player, etc. Tagging for your own personal use is fine, just don't depend on it for sending files elsewhere.
