I have no idea! It definitely sounds British because of the "Whilst," and is somewhat cynical and/or poetic.

My two guesses: Either Peter Gabriel or Ian Anderson.

Good job Byllsong! I thought that one was a bit obscure. I'm a huge fan of Elvis Costello, especially from the early 80's.

OK, this one might be a little easier:
