I'm trying to understand the difference here.
As an example: if I own the master recording rights to a song but Little Dog Records owns the publishing rights to the same song, who decides what can and can't be done with the recording?

If someone else wants to make their own recording of the song, they license from the publisher of that song.
If someone wants to use an existing recording, they license from the holder of the master rights for that recording.
