If it's taboo to contact Publishers because they don't have time reply to your inquiry, then how else are you to get your music to them? Is this a by-invitation-only type of situation?

If they don't respond, assume they are not interested or do not take unsolicited submissions.

Most music libraries offer an online music submission page. So you really don't have to always 'personally' contact and talk with a music supervisor at a music library when trying to get your music into a library. You submit your music, and hope they listen to it and call you for the next step.
At times libraries pull their submit page off, and not accept new music for their catalog. Then later they may reopen it to accept new music. As far as I know, most libraries still accept CD submissions.
What is taboo, is bugging the library after they accepted your music. This business requires a lot... of patience.
