When did scratches become "sound effects"--urban dramedy return

Urban dramedy cue was returned with the following comment:

"Hi Art this was a solid instrumental, however majority of the time music supervisors do not want sound effects and scratches on the track. I would suggest having a version without the scratches on it. "

URBAN DRAMEDY INSTRUMENTAL CUES are needed by a big Production Company’s NON-Exclusive, In-House Music Library for placements in a variety of Hit Reality TV Shows they produce. Be sure your production is solid, contemporary sounding, and has a noticeable Urban vibe, feel, and style. Build your cues around a central melodic theme while adding and subtracting layers of instrumentation as they progress to add dynamics, interest, and forward movement. Avoid anything overly busy or frenetic, as it could interfere with dialogue. Your submissions should be about 1:30 in length, give or take. If they’re a little on the long side, don’t sweat it! Non-faded, buttoned/stinger endings will work best. Do NOT copy the referenced material in any way, shape, or form. Use it only as a general guide for tempo, tone, and overall vibe. Broadcast Quality is needed (great sounding home recordings are fine). This company offers a NON-EXCLUSIVE, 50/50 deal. You’ll split any applicable sync fees 50/50. You’ll get 100% of the Master rights and Writer’s share, and the Library will get 100% of the Publishing for any placements they generate. Solid Track Art!

I see what the screener is saying.... the scratches do get a bit distracting. (there are just too many)
It probably would of been forwarded without them.

If you listen to Matt Vander Boegh's Urban Comedy showcase (which you may have already done)...
you'll see his scratches are much less intrusive.

Remove the scratches and submit it to Dispatch listing #D170703UD and I bet it will be forwarded!
