I was just wondering if you can use guitar pedals or loopers at open mic?

I don't see why not. I think whatever gear can be quickly set up with the stage-hand help, shouldn't be a problem.

Yes, I've seen performers at open mics bring pedals, loopers, etc. I guess as long as you're all dialed in and ready to plug in!
