In Ronan's video, it looks to me that he used the cut EQ before compression, and the boost EQ after. Am I looking at his mixing console correctly? Is that a common technique? Thanks for any comments.

Yes it is, EQ before compression and EQ after in the mix or again in the Master bus/final mastering
