I got an email from a library that wanted me to send a bunch of alt mixes and there was one mix that said "Sting/Transition/Act Out"
What does that mean?

I would read that as a 3 to 5 second Stinger. could be 10 seconds?

Stings are usually short 00:05-00:25 versions of the track you created. They could be used when a short musical statement/transition is needed. In case the library did not specify the length of the sting you could either ask them or just create two versions. A sting could include the ending of the track but I would not just bounce the last two bars of the track as the editors could do that themselves. Rather try to put e.g. something from the beginning and something from the end (you need to be a bit creative to exactly match the timing requirements).

A couple of libraries I work with ask me for stings between 5 or 10 seconds long. One of them always request that the sting have some type of transition at the begining (ex: reverse cymbal, snare fill, short riser etc.).
