Production Music Loop
What is exactly meant when a course on library music (I viewed the sample) says "All tracks must have loops"? Does this mean a section that repeats over and over, but adds other elements to it so it is not monotonous, or do they mean something else?

Have not seen that description before. Do you have a link for context ? It's more often said to avoid repetitiveness and not make it too loop-like ( as an editor can easily loop a section in their own software )
You want a cohesive cue that has a singular mood, tempo, key throughout so yeah I guess having a bed track that essentially stays in it's lane is needed.
