I just saw TAXI #S220423FD which is looking for relatively exact covers of existing Earth Wind and Fire songs.
If I were to make a cover, and submit it, would the publishing company obtain the license for the rights to the original song?
Or would I have to secure the rights before submitting the cover?

No, I am pretty sure that this is their problem. If not, they would have to tell you. If you submit it, it is a private thing and you don't publish the song, so you do not need a license for that.

Libraries handle all the licensing issues even for covers. You don't have to do anything.
