What does it mean here where it says "Mechanical 100% " Does it mean that the library receives all the mechanical and then sends me whatever is stipulated on the contract? For the performance rights, BMI considers each entity given 100% so that makes sense.

I would never do that. That's why I changed all the names and numbers except for my name.

Hey Karafinman, I believe what Casey is getting at is that it's hard to judge what is meant by a clause like this when it's completely out of context and you're asking for advice based on just a few words. Nobody is asking you to copy & paste the entire contract or dox and info which should remain private, but we really can't help you with this when all you've given us to analyze is "Mechanical 100%".
