In the case where a cue (or instrumental) has been licensed;
does that restrict creating a NEW WORK?
- i.e. restructuring it into a song format, and adding lyrics, vocals, etc?
Inquiring minds want to know.

Was it licensed exclusively or non-exclusively? And was it created by one person?
If exclusively, then I would stay away from creating a new work with it. If non-exclusively, you should be okay to do so but I would double check with the music library you are pitching it to. If the licensed instrumental was created by more than one person, just be sure to indicate the proper splits.

Like Terrell said, if it was licensed by a non-exclusive library, you could do anything you want with it. Exclusive library, definitely not. If it was directly licensed to a user (TV show production company for example), it depends on the terms of that master/sync agreement.
