This may not be helpful because I think you have to get the entire factory package, but the steel drums inside the Kontakt player Acoustic Collection is quite good:

I use Sampletank, got a bunch of libraries when they were having their 25th anniversary sale some time ago, and there are steel drums in a few of the libraries.
It will be helpful for you to mention what VI 'packages' you may have (Kontakt, Sampletank, etc). There may also be standalone VIs, but I'd have to browse for that.

Thanks for the advice fellas. I am grateful. I ended up building my own from high quality samples of each note. I took each note and put them on the actual key C-C with sharps and so-on. They even had different hits sampled for each note harder etc. , just had to build it myself. and it seems to work pretty well. we shall see. I will share the results on the tune when finished. Thanks again! :D

I found this one recently and was complimented on its use in feedback for a submission! The song was still rejected sadly because I missed the mark in a couple other areas but at least they liked the steel drum. I plan to throw the guy who posted it some scratch if anything I use it in earns some income.
