Assume on a return, that if NONE of the recording & production boxes are ticked, and there's no mention of engineering problems, that the cue is broadcast quality?

It could be. But for time reasons, screeners might zoom in onto the most problematic points of the track. Generally, I take it as a good sign because at least no issues re the boxes were so prominent that they had to be ticked.
