Listings by Record Labels?

Hello, I have a question specifically about when listings are by record labels looking for artists. Are listings such as these generally looking for young artists that are touring, have a strong social media presence, etc.? There are two listings I'm looking at right now from record labels and the only requirements are about the music (although they do ask for photo and bio): # S250131AM and # S250119VM.
