If you are submitting to an opportunity that is to be re-recorded by an artist, should you have all instruments already in the song, or can you make reccomendations as to where some should come in. In otherwords, should he submission be the complete song as you envision or as the artist sees it

You probably want to leave as little to the imagination as possible.
At the Taxi Rally when the major label A&R listening panels are going, it becomes obvious that the music really has to capture everyone totally. It has to be as close to "Wow! That's a hit" as opposed to "That could be a hit if...".
I guess in the end, even though it'll be rerecorded and reproduced, we're competing with connected songwriters like Dr Luke and so we have to present the best thing possible. It's a heck of a hurdle so the song/music has to speak for itself.

Yes most definitely. Give them a finished product if you want them to take you and the song seriously.
What if you went to your Dr. and said "doctor doctor I am sick here are my symptoms" and then your Dr. said "well basically you want to go find some penicillin and you may try to use this cough syrup or maybe this other pill. You get the idea though right? Now go do it"....

you would never see that Dr. again and you would not want to pay for the visit.
You are offering a solution to a problem: we need a song, so make sure to offer a complete solution.
