Music libraries

is it a good idea to pursue opportunities with music libraries on my own or should I just go through TAXI listings and hope my submissions get forwarded to library?

You should do both. Reach out to libraries who accept unsolicited material and keep writing and submitting to the appropriate TAXI listings.
