"I suggest that license fees should reflect the full economic benefit realized by licensed entities from their transmissions of recorded music. In addition, in the event that fees cannot be mutually agreed upon by the parties, they should be set either by the Copyright Royalty Board or a federal judge sitting as a rate court."
