The best time to join a PRO is BEFORE a library wants to sign you up.
During the contract stuff they are gonna want your IPI/CAE# for the documents and to properly track the music. It's not a good idea to wait until they send you a contract before you join a PRO as it can take a little while for the registration and getting your IPI/CAE# assigned. That delay would make you look unprofessional.
I would say that the best time to join a PRO is the moment you decide you want your music to make Royalties. You don't need to register any music with them (your publisher will do that) but being immediately ready with your IPI/CAE# is priceless.
Best regards

Also ...
PROs offer a lot of guidance and resources to members even before they are published. Plus being a member can help to inspire you, and let you get in there a bit and start help you to learn the ropes.
And if you want to be ready to self publish (like dealing directly with music supervisor), you'll want to be in the PRO before that opportunity comes along.
For anyone who hasn't signed up yet ... take some time to study the PROs and their differences, pick the right one for you.
