is it typical for a music library to keep 100% of the copyright , 100% of publishers share and Also no upfront fee.?

Not so unusual.

This is a very typical exclusive type contract.

Exclusive contracts where an up front fee is paid are often "sync buyouts" where you give up your opportunity to earn up front payments and only get the writers share.

A successful long term writing strategy will likely involve some of each.
