submitting songs that are co-written/recorded

Apologies if this has been covered before. My search didn't present any specific answers for me. I'd like to submit to a recent Children's song dispatch. My good friend has written quite a few children's songs and we thought of partnering up for the dispatch.
Because the Taxi membership is mine and I will be recording/producing the tracks, he has agreed to personally split 50/50 with any potential income from the tracks through this specific submission (including writer's share). Does that still give me acceptable "permission" to submit them? I know that a lot of the submissions include a clause- "must own the copyright" etc.
Unless we end up writing a bit together, the songs are legally his. Should I not submit them then? Would it be wise to write up a short contract to protect both parties? Thanks ahead!
