Cubase Elements $99... MediabayACID PRO and really like it for the way it provides very convenient and easy auditioning of samples/loops, retuning them (automatically to the track key) and stretching them to the project tempo.

Graham, my guess is that most daws nowadays do it to some degree. These are just a couple lower cost options off the top of my head.
