Has anyone got some "steals" they can recommend in the recent sales? I mean dirt cheap!

My submission is The Riser for 10 bucks.

You can't use your own audio file and manipulate that but there is a ton of very manipulatable presets in the plugin itself.

I used it when I first got it for all the FX in this track.

If the formats do not mention my DAW, can I still assume it will work just fine as a VST even if it is not mentioned as "qualified" for Cakewalk, which I use?

Does anyone know?

I reckon it will Tom. They probably only mention the more common DAWs. You could install the free version as a trial.
