And even though they have paid membership, there is a free option that allows you to download 5 MIDIs per day.

My guess is they think it would undercut their existing business - maybe by making it easier for people to compete with them.

Classical Archives and IMSLP.org are good places to go to, though they probably won't give you what you're looking for. I did a album of classical pieces about a year ago, and just downloaded the sheet music from IMSLP, then input it into Sibelius myself. Quite a bit of work, but if you know your notation software well enough, it's actually not that bad, and can be educational as well.
