Mixing instrumentals that expect vocals

I very much enjoy making instrumental tracks, but if the listing makes it clear that vocals will be added (if the track is chosen of course), should I mix with that in mind?
Or should I let the instruments take more presence?
It's difficult to mix for something that is not there yet, perhaps it's my lack of experience, what is the right approach?

Mix and master just the way it's supposed to be as an instrumental track (because I assume it's not going to be used under dialogue in a movie or a TV show...)
A new mix will be done with the added vocals anyway.
