Loudness for US radio commercial Vo and music

Hey everyone,
I'm mixing a spot for broadcast on US radio using my music and a voiceover provided by the client. What is the target loudness spec for broadcast radio in the US? I've read several numbers including LUFS -24. That seems really quiet to me but maybe that's how it's supposed to be and it gets boosted during transmission?
