It's still in the Keyboard and Mouse control panel, but there's no global command and I think you have to turn off or change individual Fkeys. If you want to use F12 in Logic, for example, uncheck the Dashboard command that's assigned to it (or change it to command/option F12 or something).

I got all the others...They look very much "hardwired", or reserved for the OS.
