Top Notch Vocal Performance, ala Bob Dylan?

Asking for Hippie inspired songs from the 60's and 70's, and one of the examples is "Bob Dylan - The Times They Are A-Changin". Then further below they're asking that the vocals be "Top Notch"...So I'm confused, do my vocals have to be spot on, as far as being in tune goes, or if I have a song where the lead vocals are a bit pitchy, is that acceptable? Glad they didn't add a Lou Reed song into the mix......This type of thing always confuses the heck out of me....
