Clarifications on PIANO ENSEMBLE COVER TRACKS FROM FILMS

I had a question on listing TAXI #Y100908PE (Piano ensemble cover tracks from films) requesting piano+small ensemble covers from movies.
My questions were two:
1) Prior to submitting (or even recording the tracks for that matter) would I need to get clearance to record and distribute a track like "My heart will go on" using a feature like Limelight's/CdBaby? (http://members.cdbaby.com/moreservices/limelight.aspx)
2) Also, should the track be forwarded and used in a TV project, who would be required to pay for the synchronization fees?
3) And if the track ends in a CD project, who pays for the mechanical licence?
