So...my question came up with a recent taxi compilation listing (#Y120509SS). But I guess it could be a question for any listing...

If a listing asks for a song, could you, or should you, submit a cover that is 100% public domain? Do you think taxi would consider a cover? Thanks ahead!

No. If the listing does specify that a cover or P.D. song is OK, you shouldn't submit one of those.
