What do they mean by :15 second tracks

Hi,
Hope you're well.
I just came across the listing looking for SIMPLE and BRIGHT instrumental music for TV and Film.
I was wondering if someone could tell me what they mean by:
"They want :15 (fifteen second) tracks that begin PLAYFUL and PIQUE the viewer's CURIOSITY ("What IS this product?") and then "RESOLVE" or CHANGE at around the :10 mark into something more LUXURIOUS or CAREFREE."
Does that literally mean they want an entire piece to be :15 secs? Or that you can cut it up and get :15 sec clips that are usable in and of themselves? Something else entirely?
Have the same question about the change at :10 secs. Is that in the beginning of the song and every time the song goes back to the verse?
