use public domain tune for 20's instro? (D210111WN)

Lots of MINIMALISTIC '20's-Style INSTRUMENTAL CUES in a Wide Range of GENRES is needed by a successful International Music Licensing Company with global distribution through a huge music conglomerate! (D210111WN)
Would it be OK to start with a MIDI of a Scott Joplin rag (public domain composition, MIDI distributed without limitations), chop it up a bit to get it to the right length, apply instrumentation, expression, velocity changes, etc. to get my own unique version, and submit that?
