I am a member and from time to time collab with other artists that are not members. They belong a PRO, can I still submit songs under my name and still give them writing credit in the submission?

As long as one of the composers/songwriters is a TAXI member you can submit. If the track is forwarded and you are offered a deal, then you and your collaborator(s) will have to fill out the paperwork with your PRO information and percentage of share.
