Honestly, creating goals are boring. I just work on what I feel like doing and submit it.
I am always surprised by the songs that get rejected and the songs that get accepted. I am even more surprised by the songs that get licensed. If I actually had a plan and expected certain results, I would fail 2,999 times out of 3,000.
In my case, taking action and not worrying about the outcome has served me well. Risk is nothing anymore. Restraint is my vice.

Well, in that case, I guess my goal is to keep making a living at writing music, make at least one more new and lucrative contact, maybe do a few more songs with vocals, and finally finish that electronica album I've been threatening to release for the last 5 years.
The last two definitely aren't happening in 2012, so I guess I'll push those to 2013.

For the second - Keep making a living isn't really a goal. You may find creating goals that are clear, specific and measurable help you move forward:
So, for example, if you're "making a living" at $40,000/year. You could take it to the next level and say, $$64,000/year:
My music writing career expands with $64,000/year by January 15, 2013 (or whatever)
One new lucrative contact - how do you know you have that? What's the measure? Be specific and you are more likely to manifest it!
3 Awesome songs with vocals ready for placement by March 13, 2013 (or whatever)
Electronica Album a fait accompli by June 6th, 2013 (or whatever)
It's much more empowering to state goals in finite, measureable and specific terms. And if it's an ongoing process (like the making a living goal), create signposts so you know that you are on track to your vision - whatever that is.
