She'd probably call and want to write a new song together. I think the Harry Fox agency handles most covers. But her publishing company could place a listing with Taxi and offer your song as an example, and then you would need to submit a song for the listing, taking a chance you'd get returned and others might be forwarded,lol! "Too close to the reference" the screener might say Then again, maybe the Library would sell your contract?

In the hypotetical cover situation (which can not happen), the library gets half the publishing (only for music), the artist get sales and performance, and you probably get zip, because the library owns the music.

No, I am exaggerating wildly. I have no idea, yet I don't think it will ever be a viable scenario, though, due to the middleman. Major artists and their labels are very protective about music publishing.
