I have what may seem a daft question to many, but to me it's a bit more than confusing

Regarding the listing below - please can someone tell me what exactly the pop artist wants the 'instrumental' track for ? Is it inspiration, or as a backing track ? Or something else ?
At first I assumed backing track so she will be inspired to write over the top of it and strum her guitar etc - but then I read "While your production may not be used in the final recording,"..... hmmmm
Can anyone enlighten me please ? I'd love to have more than just a vague idea what they are on about !!
PS I'm not thinking about submitting for this - but it really is bugging meNEW LISTING -- "FULLY DEVELOPED," TOP 40, POP INSTRUMENTALS in the stylistic ballpark of Carly Rae Jepsen, Cher Lloyd, Demi Lovato, etc., are needed by an A-LIST Music Publishing Company that's trying hard to find the perfect song for a HUGE female Pop star. They're looking for fully developed, MID-to-UPTEMPO tracks that this artist can write lyrics and melodies over. Your Instrumental Tracks MUST have a typical Pop song structure, with an INTRIGUING and FRESH approach to your instrumentation. Sounds MUST be CURRENT and SIMILAR to the sounds used on TOP 40 radio. While your production may not be used in the final recording, it should be contemporary sounding and top notch to be competitive. In other words, make it sound like a record with no vocalsINSTRUMENTALS ONLY. Please submit one to three instrumentals online or per CD, include lyrics. All submissions will be screened and critiqued by TAXI and must be received no later than Tuesday, May 7, 2013.
