Dispatch listings, asking for Cover versions...

This is regarding quite a few Dispatch listings D060612.. and D060613.. where they are asking for cover versions of everything from Steppenwolf, to ELO, to John Lennon...if you've recorded any of these songs, don't you need permission from the publisher to submit a song for any of those listings? and why would they want cover versions...does that mean they are unable to pay full royalties etc??
