According to the CEO:
We’re revising the Terms of Use to make it absolutely clear: SoundCloud will not use your content to train generative AI models that aim to replicate or synthesize your voice, music, or likeness (see detailed terms below).

It's a bit of a fudge for him to claim the terms of service were unclear or too broad. There was no misunderstanding on our part. They snuck in the line about using our music to train A.I., got caught, and now appear to be attempting damage control.
"In the absence of a separate agreement that states otherwise, you explicitly agree that your Content may be used to inform, train, develop or serve as input to artificial intelligence or machine intelligence technologies or services as part of and for providing the services." That's a far cry from "We will use A.I. to teach our system how to recommend similar music to folks who listen to yours." And "... for providing services" indicates it's a transactional situation, you can use our site IF we can use your content to train A.I. No thanks.
I was getting tired of their ads anyway, no publisher reviewing music has time to put up with that. And the amount of "Marketing Experts" who sent me DMs purporting their ability to help me get more plays was becoming ridiculous!

Re: Heads up, SoundCloud users... You're opted in to let them train A.I. with your songs
I was impacted/aggravated by several Soundcloud issues, even before this issue. After this one, I deleted most of the songs I had up there. Am keeping a few songs there for now, personal songs and songs that friends might want to listen to that aren't available elsewhere.
lol .. it's still in my signature here. Might need to change that someday.
