I've had fast turnarounds on 25 tracks in a month. You'll get a better sense of if it is a good deal by their the library's placements. If they have a website they will be showcasing this. If not Google them, if they are highly regarded there will be good press somewhere.

15 tracks per month is a lot. 15 in ONE month is doable but keeping that pace is tough, unless everything you're doing is loops (heck you could do 15 a day doing that). Since it turns out not to be 15 per month but 15 per cd, I would just write the best cd possible for whatever genre you are working in. Give yourself a realistic time table to finish (remember to have a life).
