The listing says "50/50 writer publisher split. There are no upfront advances or "per cue payment""
I don't quite understand the per que part. Are they simply referring to the fact that payment comes from the end buyer, as they don't advance it, or are they saying there is no fee on placement at all, only royalties on the back end. Also they don't say whether it is non-exclusive or not. Do we just submit and wait for clarification if an offer comes back get clarification before submitting?

There are saying they don't pay up-front at all for simply signing tracks with them, neither a fee for a bunch of tracks or a fee for each individual track (e.g. per cue). This is a VERY common approach for music libraries and publishers... You sign with them in exchange for 50/50 split of money earned for placements, should they happen. In that event, you would split any license fees paid by end users as well as PRO royalites.

As Casey said, this is not a "work for hire" library so they don't pay for tracks up front. "Most" of these types of libraries are non-exclusive but not all.
I certainly wouldn't hesitate to submit to this listing, if, of course, your music fits what they are looking for. If you do get forwarded and then contacted by the client, at that point you'll have an opportunity to discuss the specific terms of the deal. At the very least you'll learn a lot and it might possibly lead to a fruitful relationship going forward. It's also OK to say no to a deal.
I guess it will cost you 5 bucks to find out!!
