Non-PRO license?

Non-PRO license?
Hi All-I have a client who would like to license a track from my library for a PBX (on-hold) production, but he is concerned about the costs his company would have to pay the PRO's since on-hold music is considered public performance.I politely let him know that composer and publisher royalties are derived from PRO accounting, and licensing fee scales generally take that into account. The option of a complete buyout for the piece would be cost prohibitive for him as well, so another option I'm considering is a contract that waives his obligation to pay the PRO's for this particular piece.The question is, can I assign him the rights to use the music in the specified context and exempt him from PRO accountability, without handing over the actual copyright?Just to throw another monkey in the wrench, I'll mention that his company (his branch, at least), is not U.S.-based.TIA, André

Good question! If you can do it, how would the PRO figure that in, or even know, since they don't necessarily to a complete audit of what songs are played anywhere?
