Low Budget Mic Pre Suggestions Requested

If you're sure the problem is the equipment - and the built-in sound on any computer isn't going to be stellar - I'd suggest what other people have said: look for an audio interface that has mic preamps built in. There are some very decent sounding interfaces with stereo in and out for maybe a couple of hundred (to pick a vague amount off the top of my head).

...which isn't to say that it's not worth spending more if you can afford it.
