I need a music license that I can use to inform BMI that a user of my material has the right to perform the works without payment of any performance rights.Basically:I have to send BMI a copy of a license I granted to someone to be void of any PRS charges. Then BMI will not charge that person/company.I don't have a license.Any ideas? Preferably a solution.

You can't grant that kind of license. And the performer doesn't pay them anyway...the venue does. They pay blanket fees that cover ASCAP and BMI songs. There is no way to exempt a song. The venue pays the same amount even if a particular performer does all original songs.
