Obviously high-bar listings for writing hit songs for Country's most famous artists are much harder to get forwarded on than a film/tv listing looking for a variety of a certain style of music. Don't compare apples to oranges if indeed you're doing that. Ultimately I think the goal is to make it so that any or at least most returns are because of "not on target", not composition, structure, or production issues. It's probably impossible to ALWAYS hit the target but it's certainly possible to have consistant composition, structure, and production.
