How do I view Dispatch listings

Once a member becomes a dispatch member is there a place to view dispatch listings? Is the submission process still the same except there is a much shorter turn around time?

You'll receive e-mails that have DISPATCH in the title. If you choose to submit to that, there's a button on the submission page that says "Dispatch" and you click on that and it lists all the current Dispatch listings. At that point, the process is the same as submitting to a regular listing. (Obviously, if you aren't signed up for Dispatch, that little button won't be available.)

And yes, the point of Dispatch is the quick turnaround time.
