I've heard too may A & R guys say "Get to that HOOK (chorus) within 30 seconds or you risk losing the listener.

The answer is real simple: 30 second iTunes samples always hit the same point in the song...45 seconds to 1:15. So most pop songs start their chorus as close to 45 seconds as possible so that the iTunes sample is essentially the chorus. That way, when someone goes to see if the song is the one they're looking to buy, they are guaranteed to hear the hook ensuring the right part of the song is surfaced to the prospective buyer.
