I don't totally 100% understand the full role of the publisher, so please clarify where I wasn't correct, but in the meantime, hypothetical question: I sign a one song deal with a publisher. That publisher works to get the one song placed. In that time frame, I am able to get it placed without the publisher. Is the publisher still getting a cut although I got the deal (through TAXI for example)?

It depends on the type of deal.

In most full fledged publishing deals the publisher will always get the publisher's share.

On the other hand in many deals with publishers that specilaize in a certain market segment, such as film/tv placements, the publisher will only get its share for the placements it generated.

So the specific wording of the deal determines what would happen in the hypothetical situation you describe.
