I have several instrumentals that would be great for TV, Movie, etc.
I just need A Publisher so i wont get the boot on the submission once my songs are accepted.
I need your help!

You won't get the boot for that, once you sign your songs to a library they will be your publisher.
Maybe you're talking about being signed up with a PRO (Performance Rights Organization) ie, ASCAP, BMI, SESAC, you'll definitely want to have this in order before signing your songs, if you don't have this set up it will just delay things. Libraries will appreciate it if you have all of this in place. You should go ahead and sign up for both a writers account and a publishing account with ASCAP, one account with BMI covers both, not sure about SESAC.
